Individuals cannot be prosecuted for serious crimes without a formal indictment by a Grand Jury, except for military personnel during active service in wartime or emergencies. Furthermore, no one can be tried twice for the same crime, forced to testify against themselves, or have their life, liberty, or property taken away without fair legal procedures. Finally, the government cannot seize private property for public use without providing fair payment.
