Core Purpose and Prohibition

The doctrine prohibits the harassment of any first responder or law enforcement officer actively engaged in their official duties. It specifically targets individuals who, after receiving a verbal warning to maintain their distance, continue to approach the officer with the intent to harass, threaten physical harm, or interfere with their work.

Operational Requirements and Compliance

Any individual who is not affiliated with a government or state agency is required to comply with a single verbal warning issued by a first responder. Upon receiving this warning, the individual must either leave the scene entirely or maintain a distance of at least 25 feet from the officers.

Enforcement

Failure to comply with this instruction after the initial warning grants law enforcement officers the legal authority to charge the individual with Obstruction.
