It is illegal to drop or leave trash or undesired bulk goods in any place other than a landfill, dump, or designated trash receptacle. Any person disposing of garbage by leaving it on city streets, sidewalks, public or private property (without authorization), waterways, rivers, seas, oceans, or rainwater drains, is guilty under this code.
