[a] An individual shall not knowingly possess, develop, acquire, transfer or produce any Weapons of Mass Destruction including chemical, biological, radiological, or nuclear weapons that can cause death or serious bodily injury to many people.

[b] An individual shall not use a Weapon of Mass Destruction to cause substantial damage to public natural resources, including but not limited to wildlife, waterways beaches, or wildland. This does not include death or serious bodily injury to many people.

[c] An individual shall not use a Weapon of Mass Destruction to cause substantial illness or injury to human beings.
