To cross an area of vehicular traffic, as a pedestrian, cyclist, skateboarder, scooter-rider, etc. in such a way which creates a traffic conflict with a motor vehicle, where the motor vehicle has the legal right of way, and which requires the motor vehicle to stop, slow, swerve, or perform any other maneuver intended to avoid striking or coming into contact with said pedestrian, cyclist. ect

OR

To stand or walk within an area of vehicular traffic as a pedestrian, cyclist, skateboarder, scooter-rider, etc. without the intention or purpose of crossing from one sidewalk (where available) or side / edge of the roadway to another through a reasonably direct path.

OR

To drive or operate a vehicle on a public roadway at a speed too slow in such a fashion which inhibits the normal flow of traffic.

Exemption
Tractors, golf carts, agricultural vehicles and construction vehicles are exempt from this code.
